Energy Audit Program
The Energy Audit on Plan (AEP) is a regulatory instrument that aims to achieve the mandatory improvement of thermal and energy performance of new building construction projects in the residential and tertiary sectors considered energy-intensive (forecast annual primary energy consumption ≥ 200 toe), beyond the minimum regulatory requirements (New Building Thermal Regulations, Minimum Energy Performance Standards for energy-related equipment, etc.).
Since the start of this program in 2008, 86 energy audits have been conducted with a total investment of 15 million Tunisian dinars (MDT) and a total energy saving of approximately 3,400 tons of oil equivalent (ktoe).
- Construction projects for new buildings or extensions of existing buildings in the residential and tertiary sectors with a projected overall annual energy consumption of 200 TOE (Tons of Oil Equivalent) or more are required to conduct a design-stage energy audit.
- Projects with a total forecasted annual energy consumption strictly below 200 TOE (Tons of Oil Equivalent) can conduct a desk-based energy audit and benefit from the same financial advantages.
The AEP must be carried out by a team of two expert energy auditors on a plan composed of:
- An architect registered on the list of expert-auditor architects for plans. Approval is granted by the OAT (Order of Architects of Tunisia) upon the decision of a multi-party commission.
- An engineer registered on the list of expert-auditor engineers on the plan.The approval is granted by the ILO upon the decision of a multi-party commission.
- The team of expert auditors must not be part of the design team for the construction project being audited.
