"PROMO-ISOL" program for the promotion of thermal insulation of roofs in individual housing
PROMO-ISOL is an incentive program for the thermal insulation of roofs in the existing and new individual housing. It is part of the promotion of the energy rehabilitation of the existing housing on the one hand and the improvement of the energy performance of the housing not covered by the regulations Thermal enacted in 2009, on the other hand.
The types of buildings targeted by the “PROMO-ISOL” mechanism are:
Residential buildings not covered by the thermal regulations (joint decree of the Minister for Energy and the Minister in charge of the equipment of 1 June 2009), namely, new individual housings built by private owners. The annual flow of these constructions is estimated to nearly 50,000 units in 2014.
Existing individual housings. In 2014, the total number of units was 2,145,000 units: villa or upper floor of villa or semi-detached single-family house or upper floor of semi-detached house.
The proposed financing mechanism, “PROMO-ISOL”, consists of:
An investment bonus through the FTE:
- 8 dinars HT per m² of insulated roof for the existing habitat;
- 6 dinars HT per m² of insulated roof for new housing.
This bonus is essential to make the return time of the investment attractive for the household.
A bank loan at favorable terms to cover the rest of the investment:
Source of financing: Line of credit financed by a donor (FTE, etc.).
Credit: 10,000 dinars.
Interest rate: TMM or 4% (if TMM <4%) or rate enhanced.
Repayment period: 7 years maximum.
This credit is essential to overcome the barrier of initial investment for the household.
Self-financing:
The beneficiary must contribute to the financing of the thermal insulation operation of the roof of his dwelling by assuming the technical control costs, estimated at a flat rate of 100 dinars.
Sales prospection of customers by APPLICATOR or SUPPLIER;
Signature of the contract related to the work to be carried out between the CUSTOMER and the SUPPLIER;
Instruction of the credit file in the name of the CUSTOMER by the SUPPLIER at a BANK WHICH a member of the program;
Review of the credit report and granting of a principle agreement from the BANK to the CUSTOMER and notification of the SUPPLIER;
Assignment of the APPLICATOR by the SUPPLIER and supply of the necessary products related to the iso-tight solution to be implemented.
Assignment of the TECHNICAL CONTROLLER by the ANME.
Conduct of the implementation of the waterproof solution by the APPLICATOR;
Inspection and receipt of the work for the implementation of the waterproof solution by the TECHNICAL CONTROLLER;
Forwarding of the PV of reception of the works of the iso-sealed solution implemented by the TECHNICAL CONTROLLER to the SUPPLIER;
Transfer of the PV of receipt of the works of the waterproof solution implemented by the SUPPLIER to the BANK in order to complete the credit file;
Grant of the final agreement of the BANK relating to the credit file to the CUSTOMER and notification of the SUPPLIER;
Submission of the grant application by the SUPPLIER and its deposit to the ANME.
Payment of the personal contribution by the Customer to the SUPPLIER (after Activity 2);
Payment of the control costs to the CONTROLLER (after Activity 8);
Payment of the APPLICATOR’s fees by the SUPPLIER (after Activity 8);
Transfer of credit by the BANK directly to the SUPPLIER (after Activity No 11);
Unblocking of subsidy by the ANME to the SUPPLIER (after Activity No 12);
Repayment of credit by the CUSTOMER on tranches (after Activity 12).
In order to ensure the proper functioning as well as the success of the “PROMO-ISOL” mechanism, it is important to implement the following essential support and accompanying measures:
- Develop and implement a program to strengthen the capacities of actors of the roof insulation sector:
Today, the weakest link in the project is the network of small companies working on sealing and insulation of roofs.
The objectives of the capacity building program should be to:
To identify the existing companies and train their technical staff on the techniques of thermal insulation and waterproofing of the roofs according ;
Facilitate the emergence of new operators in order to broaden the network throughout the country and thus to get closer to the targeted households of the program.
Also, the network of technical controllers should be targeted in a specific way.
It is the most important link since it will ensure the proper execution of the work of thermal insulation and waterproofing. The objectives of the capacity building program should be to:
- Identify the existing technical controllers and train them in the techniques for controlling the implementation of thermal insulation and roofing waterproofing complexes according to the rules of the art;
- Facilitate The emergence of new technical controllers in order to broaden the network throughout the country, thus making it closer to the target households of the program.
- Establish a certification system for the thermal performance of thermal insulation materials and products.
- Implement, from the launching of the program, a system of Measurement, Reporting and Verification (MRV). This system will provide the necessary lessons for the future phase of scale-up of the program and enhance the improvement of the financial mechanism.
- Design and implement a communication plan for the massive promotion of the program and the financing mechanism, while involving the main actors such r the partner banks.
