Development of the Cogeneration Sector in the Industrial Sector:
The development of cogeneration in Tunisia began in 2002 following the publication of decree n°2002-3232 of December 3, 2002.
In order to mobilize this potential, the Tunisian government has decided to implement a short and medium-term program for the development of cogeneration while providing a favorable incentive framework through the interventions of the FNME (FTE from 2014) and the provision of the necessary financing.
Furthermore, Decree-Law No. 2022-12 of February 21, 2022, revising and supplementing Law No. 2004-72 of August 2, 2004, relating to energy efficiency, stipulates that any establishment equipped with an energy-efficient cogeneration facility for self-consumption has the right to transport the electricity produced through the national electricity grid to the consumption centers belonging to the same group of companies within the meaning of Article 461 of the Commercial Companies Code, and has the right to sell the surplus exclusively to the Tunisian Electricity and Gas Company within maximum percentage limits, under a standard contract approved by the energy sector regulatory authority.
As a result of this initiative, 52 cogeneration units have been implemented (or are under implementation) up to 2023, amounting to a total electrical power of 163 MWe.
